Chief Executive CY Leung spent two hours meeting with officials in charge of Hong Kong affairs in Beijing, as he started his three-day duty visit to the capital on Tuesday.
It was understood that he held talks with the Director of Hong Kong and Macau Affairs Office Wang Guangya. But Leung refused to tell reporters what they discussed.
The chief executive is expected to brief state leaders on Wednesday on the latest economic, social and political developments in Hong Kong.
He will return to Hong Kong on Christmas Eve.
