Government plans follow-up copyright law - RTHK

The government has sought to allay fears about controversial changes to the copyright bill by saying that it hopes to submit another revised bill by 2020, if this bill is first passed. 

The director for intellectual property, Ada Leung, said an open exemption for all content generated by Internet users is actually more confusing than the changes planned under the current legislation, which opponents have dubbed - the "internet's article 23".

Critics are concerned that the changes will limit free speech and creativity on the web, but the government says the bill will make online issues easier to understand.

On Saturday, the Secretary for Commerce and Economic Development, Greg So, said the bill should clarify the law for individuals - and targets large-scale copyright infringements such as "streaming". 

He said the proposed legislation will make things clearer - to better protect copyright owners and also potential users.
