The Civic Party is proposing an on-board clearance scheme for the express rail link to Guangzhou to counter the government's plan to set up a joint immigration check point at the West Kowloon terminus.

The party said mainland officers could be stationed on the train but they should not have the power to exercise mainland laws to do the immigration checks until the train crosses over to the mainland.

Lawmaker Dennis Kwok said his party would block the government's application for extra funding for the project, if it insists that mainland officers should be allowed to come to Hong Kong and enforce mainland laws.

But the Chief Executive C Y Leung was quick to reiterate that it is possible for Hong Kong to set up a joint immigration checkpoint at the terminus.

Speaking to reporters during a visit to Guangdong, Leung said it is not uncommon for different jurisdictions to work together to provide joint clearance services, and stressed the arrangement - if adopted in the SAR - would not erode the city's high level of autonomy.
