Review urged in scandal

The government should review the whole process of water supplies construction work after the lead-in-water scandal, and consider independent engineers to carry out supervision or auditing, a lawmaker said.

The lead contamination issue reveals the gaps that exist in the knowledge and vigilance of the construction industry, as well as the inadequacies of the system, the lawmaker of the architectural, surveying and planning sector, Tony Tse Wai-chuen, said in RTHK's Letter to Hong Kong.

It would be biased to blame any particular body such as the government, plumber, contractor or site supervision staff, where there are ambiguities in the system in general, Tse said.

The review should include design, personnel training, material purchase, procurement process, work supervision and auditing.

While the Water Supplies Department should monitor whether the quality of supply is up to standard, some aspects in the works and installation process in building construction or building maintenance may be outside its purview.

To bridge the gap, Tse said it is worth considering hiring independent and qualified engineers or authorized persons to carry out the relevant supervision or auditing. AMY NIP
