There has been a mixed response from refugee concern groups over Chief Executive CY Leung’s indication that Hong Kong could pull out of the United Nations Convention Against Torture.
Leung said on Wednesday that the move could be necessary to tackle abuse of the system for non-refoulement claims, which prevents people from being sent back to a country where they could face persecution.
Refugee Union said withdrawing from the convention would be a good move as the current system is flawed.
But the executive director of Justice Centre Hong Kong, Piya Muqit, said it would set a "disturbing precedent".
