A former senior officer in the Royal Hong Kong Police said the massive deployment of police for the visit of state leader Zhang Dejiang is very unusual, and sends the wrong signal to the public.
Steve Vickers, the former head of the Royal Hong Kong Police Criminal Intelligence Bureau, told a luncheon that deployment of officers on this scale has not been seen since the handover in 1997.
He said it was a gross over-reaction and sent the wrong signal to Hong Kong's young people.
"Six thousand police officers deployed for a guy who is not a major target that I can see … If you took the risk assessment and compare it to what we deployed is disproportionate," said Vickers, who is now the CEO of specialist political and corporate risk consultancy Steve Vickers and Associates.
