Govt. criticized over staff hiring

The Federation of Trade Unions has criticized the government's practice of hiring contract staff to fill long-term positions.
It said although the number of the so called non-civil service contract staff, or NCSC, hired by the government has decreased to about 13,000 last year from 17,000 in 2007, many employees were still being hired as contract staff even though they have worked in the government for more than five years.
