After interviewing nearly 300 managers from different sectors last month, Hudson found that only 16 percent of retail employers plan to hire more workers, compared to 54.1 percent a year ago.
Hudson's Hong Kong director, Sid Suhas said while the policy restricting Shenzhen individual travellers to one trip per week here was one of the reasons that had made retailers more conservative, there were other factors influencing this trend.
