Civic Party lawmaker Kenneth Chan had never made a quorum call in the Legislative Council before.
But he did shortly after 1pm on Wednesday, as some pan-democratic lawmakers tried to slow down proceedings before the debate on a controversial copyright amendment bill.
Shortly after the entire Legco meeting was adjourned for a week because there were fewer than the required 35 councillors needed to make up the quorum.
Chan said he noticed that some pro-government councillors didn't go back into the meeting to maintain a quorum. He said he felt some of them were unprepared for the debate.
He called on the Chief Executive to drop this bill and allow more protection for internet users.
