Secretary for Justice Rimsky Yuen has dismissed concerns that setting up a joint immigration checkpoint in Hong Kong for the express rail link to Guangzhou could undermine the SAR's autonomy and violate the constitution.
Yuen said last week that mainland laws may be annexed into the Basic Law, through Annex III, to allow mainland immigration officials to exercise their power at the link’s terminus in West Kowloon.
Government officials say this "co-location" arrangement is necessary to ensure a fast and convenient service for passengers.
But pan-democratic lawmakers have alleged that such an arrangement would become a back door for the central government to transplant other laws to the city.
Speaking at a Legislative Council meeting, Yuen said these fears are "unfounded and totally uncalled for". He said Article 18 of the Basic Law has strict provisions about what sort of laws could be included in Annex 3.
