The Town Planning Board has been accused of not following proper procedure, by failing to properly invite members of the public to express their views on the third runway at the airport.
The board is holding four public meetings on changing the outline zoning plan for Chek Lap Kok. The first meeting started on Monday.
Roy Tam from the concern group Green Sense accused the board’s secretariat of not clearly communicating the time, date and venue of the sessions to people opposed to the project, so the number of representations would be reduced.
He said as a result only about 200 people had indicated they would attend the hearings, despite more than 12,000 people writing in to the board to oppose the controversial HK$141 billion plan project.
He said he would consider filing a judicial review on the arrangements.
