Hongkongers rated Leung Chun-ying’s address 41.1 on a scale of 0 to 100, with only 19pc considering themselves ‘satisfied’with blueprint

Leung Chun-ying’s fourth policy address has received the lowest score in his tenure in an appraisal poll from the University of Hong Kong.
He scored 41.1 in an instant survey conducted on Wednesday night, in which 522 Cantonese-speaking residents aged 18 or over were asked in random phone interviews to rate the policy speech on a scale from 0 to 100.
The rating was the lowest received for all his policy blueprints so far.
HKU’s public opinion programme have conducted the instant survey within a day of the delivery of a policy address since 1992.
Traditionally, the programme will conduct a follow-up survey on the same subject over the next two or three days after this snap poll.
Leung’s policy blueprint last year scored 49.5, the lowest since 2004, when the policy speech from then-chief executive Tung Chee-hwa scored 49.3, which was the first such rating under 50.
Leung’s first two policy speeches in 2013 and 2014 scored 56.4 and 54.1, respectively.
The percentage of respondents satisfied with the policy address this year also plunged to just 19 per cent, from 30 per cent in last year’s instant survey.
About 39 per cent of respondents said they were not happy with the policy address, including some 16 per cent claiming they were quite dissatisfied, and 23 per cent who said they were very dissatisfied with it.
Twenty-three per cent were neutral.
