The government says the re-opening of an area known as 'Civic Square' in front of its headquarters at Tamar has been delayed until September 10.
The area has been closed since mid-July while a three-metre high perimeter fence was constructed as part of "security enhancement measures".
The East Wing Forecourt was originally supposed to re-open at the end of August.
The contractor for the Architectural Services Department said construction had taken longer than expected and had been affected by the weather.
The decision to beef up security outside the government offices' East Wing has been criticised by pan-democrats, who said the area was supposed to remain open to the public 24 hours a day.
Once the perimeter fence is complete, the square will be closed to the public between 11pm and 6am.
