Transport Secretary Anthony Cheung admitted on Monday that the Highways Department and his bureau may have placed too much trust on MTR Corporation and its handling of the express rail link to Guangzhou.
But he told a Legislative Council committee probing cost overruns and delays that has hit the 26km rail link that he had to trust his subordinates' professional judgment on the project, as he could not micro-manage everything.
The controversial rail link plan is nearly HK$20 billion over budget, and its completion date has been pushed back by three years, to the third quarter of 2018.
