The Deputy Secretary General of the National People's Congress Standing Committee, Li Fei, on Thursday criticised the organisers of Occupy Central as trying to threaten the central and Hong Kong governments over political reform.
He was speaking at the first of three seminars on political reform that are being held in Shenzhen.
Mr Li said in the closed-door seminar with Hong Kong delegates to national advisory and legislative bodies that some people clearly knew that their ideas did not conform with the Basic Law.
Yet they insisted on such ideas and would even threaten to use illegal acts such as Occupy Central against both the central and Hong Kong governments.
Mr Li pointed out if these people's ideas were not accepted, they would storm the Legislative Council building to demand the legislature to vote down any political reform package.
In a script of his speech given to reporters, Mr Li remarked that if these threats take place, they would seriously affect the stability of Hong Kong and its economy.
On the matter of achieving universal suffrage, Mr Li said most people focus on their rights. But he noted that people also remember their responsiblities.
These included ensuring that Hong Kong's political power was in the hands of those who are patriotic, as well as maintaining the prosperity and stability of the territory.
Mr Li also said there was a need to differentiate what was right and what was wrong. He said one should stick to principles when it came to universal suffrage.
Speaking to reporters afterwards, Mr Li did not directly respond to questions on whether the electoral methods for the chief executive election in 2017 would become the ultimate model, and whether chief executive hopefuls would need the endorsement of half of the nominating committee to become a candidate.
