"Like the term "Locust"，It is only a metaphor for the destructive behaviours in this city. Here we are condemning the behaviour itself, not the person's background. If they have no destructive behaviours, including but not just jumping the queue and urinating on streets, I believe no one would keep condemning. So what a so called “fair” way to describe or even condemn for wrong things in this city should be like? It is a moral right and responsibility for every local citizen to maintain a good living environment here."
