Lawmakers opposed to the controversial copyright amendment bill have been employing time delay tactics like quorum count calls, pushing back the start of the bill’s debate.
People Power and the League of Social Democrats have been actively taking part in the delay tactic, which is opposed by pro-establishment lawmakers.
The scheduled debate last week did not get off the ground as the house adjourned after a quorum call raised by Civic Party’s Kenneth Chan found there weren’t enough legislators present to continue the proceedings.
Police had increased the surveillance outside the Legco complex on Wednesday as groups opposed to the bill plan a mass rally outside.
