Police have arrested five people for conspiring to set a rubbish bin on fire outside the Legislative Council building about two weeks ago, which then led to a small explosion. 

Superintendent Ng Wai-hon said the suspects, aged between 18 and 22, claimed to be members of a localist group on the internet. He said some of them are students, while others claimed they were unemployed.

"The act of these people was organised and planned", Ng said, adding that officers are still investigating their motives and did not rule out more arrests.

He said the group first damaged a fire alarm and then detonated a flammable object in the bin.

Officers later brought a suspect to the complex to reconstruct the case.

The incident occurred on December 9 when legislators were scheduled to debate the controversial copyright amendment bill in the council. But the meeting was adjourned after a quorum call found there were not enough lawmakers present.
