Chen Yiu-tong expects high threshold

A local delegate to the National People's Congress, Cheng Yiu-tong, says he is expecting its Standing Committee to deliver a decision which requires Chief Executive candidates to obtain support from at least half of the CE Nominating Committee.

Under Article 45 of the Basic Law, the Chief Executive can be elected by universal suffrage, upon nomination by a broadly representative nominating committee in accordance with democratic procedures. 

The Standing Committee will hold a week-long meeting in Beijing from Monday to discuss the election method for the Chief Executive in 2017, and the forming of the Legislative Council in 2016.

Mr Cheng said a high nomination threshold was necessary, as it was a group-decision-making body.
