Organisers of the annual July 1 protest march have filed a complaint with the Legislative Council, demanding the reopening of the area in front of government headquarters, known as Civic Square.
The government had said it should remain closed due to security threats.
But the Civil Human Rights Front said its closure since July 2014 has infringed on people's right to protest.
A deputy convenor of the front, Jason Lai, said they were still hoping to end this year's march at the square.
