The Chief Executive, CY Leung, said there were no plans to resume the multiple-entry scheme for mainlanders, despite a recent decline in visitors here from across the border.
It was reported that government was thinking about letting in more mainland visitors and asking central government adding more mainland cities to the individual visitor scheme.
Speaking ahead of the weekly Executive Council meeting, Leung also criticised the use of what he described as "uncivilised" behaviour against tourists.
This follows a protest that was organised against cross-border traders over the weekend. The rally was eventually cancelled after some rowdy scenes.
The organiser, North District Parallel Imports Concern Group says this trade is affecting people's way of life in Sheung Shui, but claims the protest is not targeting mainland visitors.
After large protests last year, government imposed a "one visit per week" restriction on Shenzhen residents.
