A local delegate to the standing committee of national's legislature, Rita Fan, has played down a report of Hong Kong ministers submitting work reports directly to a state leader, saying this does not mean Beijing mistrusts the Chief Executive.

She was reacting to a report that said local bureau secretaries will detail their work progress to Zhang Dejiang, who heads National People’s Congress Standing Committee, during his three day visit from May 17.

"I don't think that's a message of trust or distrust [in CY Leung]," Fan said, saying she expects Zhang to reiterate Beijing’s support to the Chief Executive and the SAR government. 

She said secretaries had met with state leaders during their previous visits also, and she wasn't informed of what went on behind close doors.

Fan also said if there are "very good reasons", the political reform process can be restarted. But she said she doesn't know what would be the sort of conditions for that to happen, and the conditions would have to be supported by all, including Beijing. 

She added she doesn't see that happening right now.
