The government has rejected a demand by pan-democratic lawmakers to halt the construction of a three-metre high security fence outside the Central Government Offices at Tamar.
Eight legislators met with the Director of Administration, Kitty Choi, to tell her that the measure would undermine people's right to freedom of assembly.
But Ms Choi said the fence was being built to strengthen security.
The Democratic Party's James To said they were "very angry".
The lawmaker representing the accountancy sector in the Legislative Council, Kenneth Leung, who also attended the meeting with Ms Choi, said he felt the government has not thought about the alternatives to constructing the fence.
