Green groups have called on the government to put conservation at the top of its list of priorities when considering plans to develop Lantau.
Plans announced by the government advisory panel in January include large-scale development, such as the East Lantau Metropolis, but green groups say this will have a disastrous impact on the local ecosystem.
They said the plans don't provide adequate protection for important sites and habitats.
In his policy address, the Chief Executive said a dedicated Lantau Development Office will be set up to carry out the task and a public consultation to be held over the issue.
