An article published in the overseas edition of the People's Daily says the Hong Kong government should consider taking legal action against those advocating independence for the city.
The state-owned newspaper quoted "some people in the legal sector" as saying that the forming of political parties by these people means they've committed "incitement to subversion."
It said the Department of Justice should study whether or not to prosecute these individuals, in accordance with the Crime Ordinance.
