Concern groups have warned that future development on Lantau could spiral out of control.
Development Secretary Paul Chan told a Legco meeting on Saturday that creating an "East Lantau Metropolis" will give Hong Kong a new core business district.
But community and green groups said excessive development on the island would disrupt residents' lives and damage the environment.
The CEO of Designing Hong Kong, Paul Zimmerman, said it would be difficult for the government to strike the right balance between development and conservation.
He said putting up a building always creates an economic incentive for all manner of new projects to be constructed on adjacent land.
