Legco's Finance Committee on Friday voted down motions of no confidence against its chairman Chan Kin Por and acting chairman Chan Kam-lam.
The motions were moved in relation to their handling of the government's funding requests for the Hong Kong-Zhuhai-Macau bridge and the cross-border express rail link.
Pan-democrats say both, who chaired either of the meetings, have prematurely cut short lawmakers' questioning time and deprived them of the right to monitor the government.
Labour Party's Lee Cheuk-yan said even though the motions are rejected, the public have already lost confidence in Legco.
